Functions of the Institute
The James A. A. Pierre Judicial Institute performs a broad range of training, research, coordination, policy, administrative, and capacity-building functions in support of the Liberian Judiciary and the wider justice sector.
Training, Research, and Institutional Development
The Institute promotes professional standards of integrity, competence, and leadership within the Liberian Judiciary.
Comprehensive functions supporting judicial excellence
The functions of the Institute include the following responsibilities as captured in the Institute’s mandate and strategic plan.
Core Institutional Mandate
The Institute is responsible for designing, coordinating, promoting, and supporting training, research, policy, administration, public participation, and capacity-building activities across the justice sector.
Design, organise, and conduct training programmes
Design, organise, and conduct training programmes, seminars, conferences, symposia, and related programmes for judges, magistrates, court clerks, and other judicial personnel.
Promote legal skills training
Promote legal skills training as an integral part of career development of judges, magistrates, administrative staff, and other justice sector actors.
Develop training policies and goals
Develop training policies and goals for judicial personnel and other justice sector actors in Liberia.
Standardise training curricula
Ensure that the contents of curricula for training are standardised and strictly comply with training policy and goals set by the Institute.
Conduct capacity-building programmes
Design, organise, and conduct training and other capacity-building programmes that address other specific needs and problems within the justice system.
Promote and coordinate judicial training, research, and development
Promote and coordinate judicial training, research, and development as an integral part of improving judicial administration and the rule of law with the aim of ensuring accessible, timely, and effective justice.
Undertake research and produce publications
Undertake research and produce publications, reports, and recommendations in respect of relevant aspects of the law and administration of justice.
Organise conferences, workshops, seminars, and symposia
Organise and conduct conferences, workshops, seminars, and symposia for the purpose of enhancing work efficiency and professional skills of personnel performing legal tasks in quasi-judicial bodies.
Review capacity-building proposals
Receive, consider, review, or advance on its own initiative proposals for the capacity building that may be made or referred to it by the Legislature, Executive, and Judiciary.
Research and compile current law
Undertake research and compilation of current law pursuant to any capacity-building programme for judicial sector actors.
Solicit funds for projects and programmes
Solicit for funds to support any projects or programmes undertaken or to be undertaken by the Institute.
Promote public participation
Promote or facilitate participation by the public in any work of the Judicial Institute through seminars, workshops, conferences, and other public meetings.
Encourage cooperation and networking
Encourage national and international cooperation and networking in the performance of the functions of the Judicial Institute.
Administer assets and funds
Control, supervise, and administer the assets and funds of the Judicial Institute in such manner and for such purpose as best promotes the purpose for which the Institute is established.
Award certificates
Award certificates to those trained in the Institute.
Perform other necessary functions
Do such other things as may be conducive and necessary for the attainment of the objects of the Institute.
Institutional Focus
These functions position the Institute as a central mechanism for strengthening judicial education, improving professional skills, supporting research, promoting public trust, and advancing the effective administration of justice in Liberia.
